It is partially a joke - obviously. But as someone who has been doing design for many years (over 20) I like to lower the barrier of entry for new people by telling them it's "just" moving rectangles around so they're not scared when they start.

Obviously it takes a lot of time to get good and I'm always pushing for people to commit to 1 design a day for a year to grow (including weekends).

The "easier than UX" is also a bit of a joke, as a lot of true "UXers" consider what they do the most difficult task there is in any organization and only super-geniuses can do it ;)
